Forward-ports the verified Jessica phone-agent workflows onto current production main without changing approved customer-facing copy.

Includes the final GHL/Telnyx cutover runbook, a controlled morning launch plan for the RMV-owned Telnyx number, and the draft port-order requirements for the first low-traffic GHL number.

Verified locally: typecheck, 440 tests, copy check, and production build on Node 20.
